Auditor-General Pays Courtesy Call on EU Ambassador to Strengthen Strategic Partnership for Public Financial Management Reforms

Dr. Pamela Graham, Auditor-General of Ghana, paid a courtesy call on Mr. Rune Skinnebach, Ambassador of the European Union (EU) to Ghana, to reaffirm the strong and longstanding partnership between the Ghana Audit Service (GAS) and the European Union, and to explore opportunities for deeper collaboration in advancing accountability, transparency, and sound public financial management in Ghana.

The engagement underscored the shared commitment of both institutions to promoting good governance, strengthening public sector accountability, and ensuring the prudent stewardship of public resources for sustainable national development.

Discussions focused on the implementation of Phase II of the EU-supported programme, following the signing of the Grant Agreement in 2026. The programme seeks to further modernise audit practices within the Ghana Audit Service through technology, innovation, capacity development, and enhanced stakeholder engagement.

Key interventions under Phase II include the expanded use of data analytics and technology-enabled audit tools to improve audit quality, efficiency, and effectiveness; the development of audit guidelines in emerging areas such as cybersecurity auditing, forensic auditing, and audits of extractive industries, particularly within the forestry and mining sectors; and the strengthening of engagement with Parliament, civil society organisations, academia, the media, and citizens to enhance public accountability and awareness of audit outcomes.

The Auditor-General expressed appreciation for the European Union's longstanding support to the Ghana Audit Service, noting that the partnership has made a significant contribution to strengthening the institutional capacity of the Service and advancing public sector accountability in Ghana.

Both parties reaffirmed their commitment to supporting reforms that promote sound public financial management, stronger institutions, effective oversight, and sustainable development outcomes for the benefit of the people of Ghana.

Other members of the European Union delegation included Silvia Severi, Head of Cooperation; Timothy Dolan, Team Leader, Economic, Private Sector and Trade Section; and Sandrine Coets, Programme Officer, Economic, Private Sector and Trade Section.

GAS delegation comprised Roberta Assiamah-Appiah, Deputy Auditor-General, Commercial Audit Department; Samuel Nii Odartey Lamptey, Deputy Auditor-General, Finance, Administration and Human Resource Department; Patrick Neequaye, Assistant Auditor-General and GAS Public Financial Management Focal Person; and Maame Ebe Ackah, Special Assistant to the Auditor-General.
