Samuel Nii Odartey Lamptey is a Chartered Accountant with an MBA in Banking and Finance and an MSc in Public Financial Management. He has over 24 years of extensive experience in public financial management, having worked with Accra Technical University from 2001 to 2006 and the Ghana Audit Service from 2006 to date.
He served with the Central Government Audits Department from November 2006 to December 2020, undertaking audits of the Public Accounts of Ghana, including General Government Accounts and MDAs, as well as special audits of the World Bank, DFID, USAID and DANIDA funded projects.
Beyond his routine audits in Ghana, Samuel has participated in audits of three UN organs, namely the International Maritime Organisation (IMO, Malta), International Organization for Migration (IOM, Turkey, Belgium, Mozambique, Costa Rica, China, Thailand, Ethiopia, and Zambia), and the INTOSAI Secretariat (Austria), between 2014 and 2024.
As a subject matter expert in PFM with AFROSAI-E, he has facilitated numerous workshops and training programmes within the sub-region since 2014 and supported sister countries in fiscal governance, debt sustainability audits and strategic planning processes. He has also participated in several capacity-building programmes, both locally and internationally.
Samuel served as an Assistant Auditor-General and Regional Head for the Western-North Region from January 2021 to November 2025, with oversight responsibility for the District Audit Offices in Bibiani, Sefwi Wiawso and Enchi, until his appointment as Deputy Auditor-General for the Commercial Audits Department.
