George Swanzy Winful

Mr. George Swanzy Winful is a seasoned auditor and finance professional with more than 34 years of service in Ghana’s public sector and international audit practice. He is a Fellow of the Association of Chartered Certified Accountants (FCCA). He also holds an MBA in Public Finance and is a member of the Institute of Chartered Accountants, Ghana (ICA).

Since joining the Audit Service in 1990, Mr. Winful has played a pivotal role in strengthening accountability and financial management across government. He pioneered the creation of the Performance Audit Department, served as focal person during the rollout of the Ghana Integrated Financial Management Information System (GIFMIS), and led several high-impact audits that resulted in significant savings to state while driving reforms in payroll, public enterprises, and financial regulations.

Between 2021 and 2024, Mr. Winful was seconded to the Ministry of Finance as Director of the Revenue Policy Division. There, he spearheaded the Medium-Term Revenue Strategy (2024–2027) and established Revenue Assurance initiatives that complemented the Ghana Revenue Authority’s domestic revenue mobilisation efforts. His exceptional leadership during this period earned him a formal commendation from the Head of Civil Service in 2024.

Internationally, Mr. Winful has represented Ghana at the United Nations Panel of External Auditors and led audit assignments at the International Maritime Organisation (IMO) and the International Organization for Migration (IOM). He also served as a regional trainer in performance auditing under AFROSAI-E, supporting audit capacity building across Africa.

Born on 10th May 1967 in Dixcove, Western Region, Mr. Winful is married with two children. Beyond his professional contributions, he enjoys playing table tennis and is committed to mentoring the next generation of public finance professionals.

Mr Winful is currently the Deputy Auditor-General in charge of Educational Institution and District Assemblies/ Northern Zone.
