In a bid to develop leadership and governance skills across African countries, staff of accountability institutions in the Public Services have undertaken a 6-month course under the Enhancing Leadership and Governance in the Public Financial Management (ELG-PFM) Program. The African Capacity Building Foundation (ACBF) launched a Leadership Excellence in Africa’s Public Sector Program (LEAPS Program) in 2024 and by June 2026 admitted its third cohort into the program.
The LEAPS program aims to enhance governance, service delivery and sustainable development in Africa. The LEAPs Program consists of five modules including Leadership challenges in Africa and new paradigms of leadership, Leading the Organisation, Leading the ecosystem, Leading the team and some coaching and mentoring sessions amongst others.
At the awards ceremony held on 23rd June at Accra City Hotel, Ama Awotwe-Bosumafi (AAG) a beneficiary of the program highlighted the benefits of the program and further suggested to UBORA ACADEMY, which run the program, to expand the course to make it available for all management staff of accountability institutions as the courses run were thought-provoking requiring participants to identify new methods of solving public service sector problems specific to Africa through team-based projects and encouraged peer learning. Again, participants used the 360degree feedback to identify their strengths and weaknesses and through coaching and mentoring sessions found practical ways to overcome them.
Country participants were from Kenya, Cote d’Ivoire, Senegal, Nigeria, Zimbabwe and Ghana. Institutions in Ghana that participated were from Ministry of Finance, Ghana Revenue Authority, Bank of Ghana and Audit Service. A total of 5 Audit staff have participated and passed out with distinctions since the inception of LEAPs program. For the 2026 academic year, Jemima Arthur (AAG) and Alberta Owoo (AD) have been admitted and scheduled to complete in June 2027.
The five beneficiaries of the program that represented the Service include Osman Abubakar (AAG) and Charles Ahlijah (AAG) for the first cohort (2024-2025), Ama Awotwe-Bosumafi (AAG), Fahad Sepha Imoru (DIR) and Abel Acquah (DIR) for the second cohort (2025-2026).
