Audit Service and World Bank enhance cooperation on Post Procurement Reviews

The Audit Service and the World Bank have renewed their commitment to promoting transparency and accountability in public procurement through strengthened collaboration on Post Procurement Reviews (PPRs).

A World Bank delegation, led by Ms. Nazaneen Ismail Ali, Practice Manager for Africa Western and Central Procurement, met with selected staff of GAS to discuss ongoing collaboration with the World Bank in conducting Post Procurement Reviews (PPR).

The meeting focused on improving the quality and impact of PPRs conducted on selected World Bank–funded projects. These reviews are designed to assess procurement compliance, promote value for money, and identify systemic challenges affecting the efficiency of public procurement.

Ms. Nazaneen Ismail Ali highlighted the importance of continuous collaboration between the World Bank and national audit institutions, emphasizing that strong partnerships are essential for effective procurement governance. She reaffirmed the Bank’s support to GAS through technical assistance, capacity building, and knowledge-sharing initiatives.

Mrs. Roberta Assiamah-Appiah, Deputy Auditor-General responsible for the Educational Institutions and District Assemblies Department (Southern Zone) and Supervisor for the Bank’s Post Procurement Reviews (PPRs), expressed appreciation for the World Bank’s continued support.

Presenting an update on GAS performance under the PPR initiative, Mr. Patrick Neequaye, Assistant Auditor-General (IS Audit Unit), indicated that since 2017, GAS has trained 495 officers in the World Bank Procurement Guidelines and PPRs, and reviewed 85 Government of Ghana (GoG) projects under the initiative.

He added that peer learning is strengthening GAS’s capacity to deliver more effective and value-driven procurement audits. Mr. Neequaye outlined opportunities for further collaboration, including strategic partnerships, staff capacity development, and enhanced knowledge sharing.

He also mentioned GAS’s plans to strengthen engagement with institutions such as the Internal Audit Agency and the Public Procurement Authority to align the standardized procurement audit framework and provide the required assurance in procurement practices.

Mr. Samuel Odartey Lamptey, Assistant Auditor-General (Western North), also highlighted the need for training collaboration with the Bank on the functionality of GHANEPS.

Mrs. Assiamah-Appiah concluded by expressing her profound appreciation for the Bank’s procurement support to GAS and announced upcoming activities, such as a peer learning session on e-procurement and digital tools, and an orientation training for the 2026 Post Procurement Review exercise.

Other dignitaries from the Bank included Lina Tutunji (Senior Procurement Specialist and Procurement Hub Coordinator for Ghana, Liberia, and Sierra Leone), Lydia Sam (Procurement Specialist), and Patrick Ansah (Procurement Specialist).
